    Vingroup to invest USD 3 billion for smart city, EV and solar projects in Telangana


    Vietnamese conglomerate Vingroup has signed a Memorandum of Understanding (MoU) with the Government of Telangana to develop a multi-sector ecosystem in the state, with a proposed investment of USD 3 billion. The announcement was made at the Telangana Rising Global Summit, marking one of the largest commitments by a Southeast Asian corporation in India.

    Massive multi-sector push across 2,500 hectares

    Under the agreement, Vingroup and Telangana will jointly explore and execute projects across a wide range of sectors including smart urban development, electric mobility, healthcare, education, tourism, renewable energy, and strategic infrastructure. The planned initiatives will collectively span around 2,500 hectares in the state.

    The investment marks a major step in Vingroup’s global expansion strategy and strengthens its presence in India, following the entry of its electric vehicle arm VinFast earlier this year.

    Electric mobility: India’s first large-scale electric taxi fleet

    A key component of the partnership is Vingroup’s plan to launch India’s first large-scale electric taxi fleet in Telangana through GSM, using VinFast vehicles.

    The company will also assess future possibilities in EV manufacturing in the state.

    Smart urban development: A 1,080-hectare smart city

    The group’s real estate arm plans to create the Vinhomes Smart City, a mega urban development designed for around 2,00,000 residents on a 1,080-hectare site.

    The township is projected to generate nearly 10,000 jobs and will feature:

    • a mix of high-rise and low-rise residences
    • international-standard amenities
    • sustainable design principles
    • a limited built-up footprint

    Social Infrastructure: Schools, hospitals, charging network

    Across 70 hectares, Vingroup intends to establish:

    • Vinschool K–12 education campuses
    • Vinmec multi-specialty international hospitals
    • a V-Green EV charging network supporting the state’s electrified mobility plans

    Tourism and entertainment: 350-Hectare VinWonders theme park and safari

    In a major tourism push, the company plans an integrated entertainment destination under the VinWonders brand. The 350-hectare complex is expected to include:

    • a global-standard theme park
    • a zoo
    • a safari experience

    The project aims to boost Telangana’s tourism infrastructure and create large-scale employment.

    Renewable energy: 500MW solar farm

    To support its urban and mobility ecosystem, Vingroup’s green energy arm VinEnergo will invest in a 500MW solar power plant spread over 500 hectares. The facility will supply clean energy to industrial zones, urban areas and the EV ecosystem.

    Infrastructure connectivity

    Beyond its own projects, the Vietnamese group is also proposing participation in strategic connectivity infrastructure, enabling better regional linkages and supporting urban expansion.

    Telangana government assurances

    The Telangana government has committed to facilitating:

    • land identification and allocation for each project
    • coordination in master planning and structuring
    • fast-tracked administrative clearances
    • support from relevant state agencies
    • consideration of incentives under state policies

    Telangana Chief Minister Revanth Reddy said the investment reflects confidence in the state’s “Telangana Rising” vision, describing the proposals as including a futuristic smart city and the country’s first large electric taxi fleet—as transformative for the quality of life.

    Pham Sanh Chau, CEO of Vingroup Asia and VinFast Asia, said Telangana offered “tremendous potential” and that the projects align with the group’s expertise in large-scale infrastructure and electric mobility.

    Vingroup’s EV subsidiary VinFast has already set up operations in Tamil Nadu and is building a broader electric mobility ecosystem in India.
