Ukraine has offered a $100 billion US weapons deal, financed by Europe, in exchange for firm American security guarantees after a peace settlement with Russia, the Financial Times reported on Monday.

According to a document seen by the paper, Kyiv outlined proposals to buy US arms and strike a separate $50 billion joint drone-production agreement with American firms. The pitch was shared with European allies ahead of President Volodymyr Zelenskyy’s White House meeting with President Donald Trump, four people familiar with the matter told the FT.

“Ukraine will promise to buy USD 100 billions of US weapons financed by Europe,” the document says, according to the report. In exchange, Kyiv wants binding US security guarantees as part of any post-war settlement.

While the list does not specify the full range of arms under discussion, Ukrainian officials have consistently called for at least 10 US-made Patriot air defence systems to shield cities and infrastructure, alongside other missiles and equipment.

The proposed drone deal remains vague, with no breakdown of how much would go toward procurement versus investment. But officials describe it as central to strengthening Ukraine’s own defence industry in partnership with Washington.

Meanwhile, President Donald Trump said on Monday during talks with Volodymyr Zelenskyy and European leaders that a potential ceasefire and who gets Ukrainian territory seized by Russia should be hashed out during a face-to-face meeting between the warring countries’ two leaders.

The talks at the White House came days after Trump hosted Russian President Vladimir Putin for a summit at a US military base in Alaska in which he tilted toward Putin’s demands that Ukraine make concessions over land seized by Russia, which now controls roughly one-fifth of Ukrainian territory.

“We’re going to let the president go over and talk to the president and we’ll see how that works out,” Trump said during his meeting with Zelenskyy and the European leaders. Trump and Zelenskyy also expressed hope of soon holding three-way talks among the US, Russian and Ukrainian leaders.
