NEW DELHI: Rajya Sabha on Tuesday witnessed a storm after Congress leader Mallikarjun Kharge condemned the use of security personnel inside the House. The allegations from the leader of the opposition in Rajya Sabha led to a heated argument between him and Deputy Chairman Harivansh and BJP leaders. Reading a letter addressed to Rajya Sabha Deputy Chairman Harivansh, Kharge had expressed shock over how the CISF personnel entered the Parliament during opposition protests.“I want to thank you, sir, for the references you gave us, the ones we didn’t read, but you told us,” Kharge’s letter said.“I’m writing to you on behalf of the opposition parties in the Rajya Sabha. We are astonished and shocked at the manner in which CISF personnel were made to run into the well of the House while members were exercising their democratic right to protest. We saw this yesterday, and we saw it again today. Has our Parliament been reduced to such a level?” the LoP said.“This is most objectionable, and we strongly condemn it. We expect that in the future, CISF personnel will not come trooping into the well of the House when members are raising important issues of public concern,” he added.“This is not a huge thing. We are protesting in a democratic way, and we will continue to do so. That is our right,” Kharge asserted.Responding to Kharge’s allegations, Harivansh said the personnel were from the Parliament Security Service (PSS) and not CISF. “I want to clarify that only the Parliament Security Service can enter the House when needed. No CISF personnel were involved,” the Deputy Chairman clarified. But Kharge stood by his remarks, adding, “I condemn this. You can throw us out of the proceedings.”Union minister Kiren Rijiju stood and hit at Kharge, accusing him of “misleading” the House. “I would like to ask one thing for clarification. LoP is a very senior leader. Mallikarjun Kharge raised the question. He specifically said that military people would be brought in the House, CISF jawans were brought in and Delhi Police was brought in. This is clear in the record that only the Marshal can enter the House. Only the Marshals were here that day. So, LoP misled and presented false facts here. He has also written to you. When LoP writes a false letter to Chair and presents false facts, what action should be taken?” Rijiju said.Kharge didn’t stop here and said, “Even our previous leaders have maintained that disruptions are also a part of democracy.” “But I ask you today (Chair), who is running this House? You, or Union home minister Amit Shah?” Kharge asked. Responding to Kharge, Leader of House and Union minister JP Nadda took a jibe at him and said that he (Nadda) was in the opposition for over 40 years and they “should take tuition classes from me.” “I will tell them how the conduct of the Opposition should be. You have been there for only 10 years now. You have to be there for 30-40 years,” he added.He further said, “Regarding what the LoP said – there are different methods of disturbance. In a democracy, if you wield a stick and it hits me in the nose, your democracy ends where my nose starts. That you have to understand. This is not disturbance, this is anarchy. Also, any person who is in the House to maintain discipline and decorum by the order of the Chair is a Marshal; he is not any member of any paramilitary force.”
