The Directorate of Enforcement (ED), Panaji Zonal Office, has filed a Prosecution Complaint (PC) before the Special PMLA Court, Mapusa, Goa, on July 31, 2025. The complaint names Rohan Harmalkar, Alcantro D’Souza, Estevan Elvis D’Souza, Mohammad Suhail and Samir Kalidas Satardekar.
The case is under the Prevention of Money Laundering Act (PMLA), 2002. The ED began the investigation based on two FIRs registered by the Goa Police.
The FIRs cover offences under the Indian Penal Code, including cheating, forgery, and criminal conspiracy. The case involves the transfer and sale of properties in Bardez Taluka, North Goa.
The ED investigation found that the accused, led by Rohan Harmalkar, used forged documents like wills, inventories, genealogical records and sale deeds to acquire several properties.
These properties were then sold to third parties as if they were legal. This process is considered money laundering.
Searches were carried out at places linked to the accused under Section 17(1) of the PMLA. The ED seized documents, digital evidence, and froze bank accounts.
Rohan Harmalkar was arrested on June 3, 2025, under Section 19 of the PMLA and is in judicial custody. The investigation shows he was involved in planning the forgery, preparing fake documents, and receiving money in cash and through banks.
The ED has identified and attached properties worth over Rs 212.85 crore under the PMLA as of July 28, 2025. The agency is working to find and attach more assets. The investigation is ongoing.
