As a precautionary fire safety measure, the Bangalore Electricity Supply Company Limited (Bescom) disconnected the power supply to Bengaluru’s M Chinnaswamy Stadium after it was discovered that the stadium did not have the mandatory fire safety certificate
Chinnaswamy Stadium was recently in the news for the Royal Challengers Bengaluru’s IPL victory event on 4 June, during which a stampede outside claimed 11 lives.
For stadiums and large public gathering spaces, fire safety requirements are particularly stringent due to the high occupancy load and potential for rapid fire spread. Chinnaswamy Stadium, which hosts international cricket matches and has a capacity of 35,000 spectators, had not obtained the mandatory fire safety certificate, commonly known as a Fire No Objection Certificate (Fire NOC).
Following this, the Director General of Police, Karnataka Fire and Emergency Services, issued a letter recommending disconnection of the power supply to the Karnataka State Cricket Association (KSCA), which is responsible for the stadium’s operations, maintenance, and hosting of cricket matches and other events. Although the stadium is owned by the Karnataka government, it has been leased to the KSCA.
A Fire NOC is issued by the Karnataka Fire and Emergency Services Department and is crucial for ensuring that premises comply with all necessary fire safety regulations and are equipped to handle fire emergencies effectively. Obtaining a Fire NOC is a legal requirement in Karnataka for various types of buildings, including commercial, public, and high-rise structures (generally those over 15 m high, although this can extend to smaller buildings depending on the directive and occupancy).
To obtain a Fire NOC, a venue must demonstrate compliance with various fire safety measures, including adequate fire extinguishers, fire alarms, smoke detectors, sprinkler systems, and fire hydrants. In addition, emergency exits and evacuation routes must be unobstructed, clearly marked, and easily accessible. The building itself should adhere to fire-resistant construction standards and have proper staircases and ventilation.
There should also be a comprehensive plan outlining fire safety measures, including evacuation procedures and staff training. All fire safety equipment must undergo regular inspection and maintenance to ensure it remains in working condition.
Failure to obtain or renew a Fire NOC can lead to severe penalties, including monetary fines, shutdown of the premises, and even imprisonment.
