A senior Jaish-e-Mohammed commander has directly implicated Masood Azhar in planning attacks in Delhi and Mumbai, challenging Pakistan’s claims of not sheltering terrorists. Masood Ilyas Kashmiri, a top UN-listed operative, said in a video that Azhar orchestrated attacks from Pakistan after being released by India following five years in prison, with his base in Bakalot, targeted by Indian airstrikes in 2019.
